- fixed issue where Painting on Tanoa wasn't possible

- fixed base building

- disabled timeout of static missions

- added new vehicle category: Service Vehicle (Farming)

- moved Tractors to Service Vehicle (Farming) and adjusted prices

- moved "Tow Tractor" to correct vehicle category Service Vehicle (Tow Truck) and adjusted price

- adjusted spawn logic to prevent spawns inside buildings
